Koichi's Future Hangs on Crucial Negotiations

The fate of Sanae Koichi, a leader within Japan's ruling Liberal Democratic Party (LDP), in her quest to become Prime Minister depends on the outcome of ongoing negotiations with Nippon Ishin no Kai (Japan Innovation Party). This coming Friday is considered a pivotal day for determining the course of the country's new government formation.

Potential Alliance or Opposition Battle

The LDP is scheduled to meet with Nippon Ishin no Kai for policy discussions aimed at forming a new alliance. This alliance could potentially secure Koichi's appointment as Prime Minister. However, if negotiations stall, it could open the door for the opposition to unite and present a unified candidate to challenge her, potentially Yuichiro Tamaki of the Democratic Party for the People.

A Critical Day Awaits Japan

"Tomorrow will be a significant day in some ways," stated Hirofumi Nakazi, Secretary-General of Nippon Ishin no Kai, after meeting with his counterparts from the Constitutional Democratic Party and added. He indicated that while policy negotiations with the LDP may not be finalized by Friday, Ishin will brief the Constitutional Democratic and Democratic Party for the People on the progress of the talks.

Balance of Power

Currently, it seems Koichi's ability to win the election hinges on Nippon Ishin no Kai's decision to stand with the LDP. Fumitake Fujita, co-representative at a meeting with Ishin members, stated: "Ultimately, I think it comes down to comparing policy discussions, the degree of alignment of values, and how much we can really guarantee its implementation. The final decision on this matter will be made at the party leadership level."

Benefits of Alliance

Joining a "power-sharing" arrangement would help raise Nippon Ishin no Kai's national profile beyond its home base in Osaka Prefecture. Additionally, the conservative political leanings of Ishin may help solidify the right-leaning tendencies of a potential Koichi government.

Impact of Parliamentary Seats

If the two parties cooperate, it would add 35 seats to the LDP in the House of Representatives, two short of a majority but far ahead of any other opposition group.

Policy Convergence

The LDP and Nippon Ishin no Kai have a track record of cooperation, and their policies are also close on the Japanese political spectrum. However, some of Nippon Ishin no Kai's existing policies, such as lowering the consumption tax, would be more costly than the measures the LDP has envisioned to date.

Budget Support and Reforms

Nippon Ishin no Kai supported this fiscal year's annual budget after securing commitments from the LDP on free high school education and lower social insurance contributions. They are seeking to reform the social security system and have reached an agreement with the LDP and Komeito on revising drug coverage for health insurance.

Second Capital Initiative

The party is now pushing its "second capital" initiative, which aims to make Osaka an "alternative" to Tokyo in the event of natural disasters and other risks. Osaka Governor Hirofumi Yoshimura, a co-representative of Nippon Ishin no Kai, said that Koichi supports the initiative.

Alignment in Foreign and Security Policy

Nippon Ishin no Kai also aligns broadly with the LDP on foreign and security policy stances, including supporting the government's current plan to raise defense spending to 2% of gross domestic product by 2027, and supporting Japan's role in maintaining the international democratic order.

Constitutional Amendment

The party also supports the LDP's long-held goal of revising the constitution to clarify Japan's right to possess a military, although this move would require two-thirds support in parliament before going to a national referendum.

Disagreements

Despite this, some disagreements remain between the parties, particularly on issues of political party funding. The LDP has struggled on this front, especially after a "black money" scandal that shook its public support. Its former coalition partner, Komeito, withdrew from a 26-year partnership over the issue last week.

Ban on Political Donations

Nippon Ishin no Kai is calling for a ban on political donations from corporations and organizations, which is at odds with the LDP's position of retaining such donations and instead moving to increase their transparency.

Consumption Tax Cut

The Osaka-based party also campaigned on cutting the consumption tax on food for two years and providing tax credits to low-income households. Cutting the consumption tax could raise concerns among some in the LDP, who have been reluctant to cut taxes out of concerns about Japan's fiscal health.

Tamaki Yuichiro said in a livestream after Nippon Ishin no Kai announced it would consider allying with the LDP, "If Nippon Ishin no Kai joins the ruling coalition, then there's really no need for us to join."
