Ukraine Scrambles for US Arms Funding Amid Geopolitical Shifts

Ukrainian President Volodymyr Zelensky stated on Monday that Kyiv plans to secure at least $1 billion monthly from allies to purchase U.S. weapons to continue fighting against Russia. However, Zelensky did not elaborate on how these funds would be raised.

Zelensky made the comments during a joint press conference with Norwegian Prime Minister Jonas Gahr Støre in the Ukrainian capital, Kyiv. This comes as former U.S. President Donald Trump is seeking to step back from directly providing weapons to Kyiv, instead urging European nations to purchase U.S. arms for the Ukrainian military.

The Ukrainian president also indicated that Norway could contribute to security guarantees for Ukraine, focusing on providing air defense and maritime security. This potential support from Norway comes at a critical time, as Ukraine seeks to bolster its defense capabilities in the face of ongoing challenges.

Separately, U.S. Vice President J.D. Vance claimed on Sunday that Russia has shown “flexibility” on some core demands and made “significant concessions” as part of negotiations to end the conflict, including security guarantees for the U.S. and Europe.

“They (the Russians) have recognized that they are not going to be able to install a puppet regime in Kyiv, which was certainly a major demand at the beginning of (the conflict). And importantly, they have acknowledged providing some type of security guarantee for the territorial integrity of Ukraine,” Vance said on a talk show.

According to sources, Vance’s team attempted to contact the Ukrainian ambassador to the U.K. and former Commander-in-Chief of the Ukrainian Armed Forces, Valerii Zaluzhnyi, via "various diplomatic and other channels" after the disastrous meeting between Ukrainian President Zelensky and U.S. President Trump in February, in an attempt to sound out the latter, who is considered a potential successor to Zelensky. According to a poll, Zaluzhnyi would be second only to Zelensky in the event of a presidential election in Ukraine.

However, Zaluzhnyi refused to take Vance’s call after consulting with Zelensky’s chief aide. This incident reflects the delicate political tightrope Zaluzhnyi has been walking since being removed from his post as Commander-in-Chief of the Ukrainian Army last February and dispatched to London. On one hand, Zaluzhnyi remains loyal to the government he serves. On the other hand, many, both domestically and abroad, see him as the next Ukrainian president and are urging him to launch a political campaign.

Potential Security Guarantee Proposals

Earlier, U.S. media reported that senior officials from the U.S., Ukraine, and several European countries are discussing a proposal to provide security guarantees for Ukraine, which may involve U.S. air power.

In an interview with Fox News, Trump emphasized that he would not send U.S. troops to Ukraine, but he was open to providing air support for European ground forces that might be deployed in the country. Trump added that he believes Russian President Vladimir Putin would be willing to accept such security guarantees provided by the U.S. and Europe for Ukraine. However, the Russian Foreign Ministry has flatly rejected the possibility of "military contingents from NATO countries" entering Ukraine.

These developments raise questions about the future of military support for Ukraine, and the role that the United States and Europe will play in ensuring its security. Analyzing the dynamics at play is crucial, especially given the multifaceted nature of the conflict and the involved parties' shifting priorities.
